Abstract The word unilateral means an action or decision performed by or affecting only one person, group, or country involved in a situation, without the agreement of another or the others, or something relating to or affecting only one side of an organ, the body, or another structure. The word declaration means a formal or explicit statement or announcement. A unilateral declaration is a one sided decision made by a state. Now dealing with the research paper, that does the declaration express the will of the state or is it the interpreter who builds it, with respect to unilateral declaration.
