THE DOCTRINE OF LEGALITY AND RULE OF LAW -AS THE MAIN CONDITION OF BUILDING A LEGAL STATE

The article analyzes role, place and status of nongovernmental non-profit organizations in protecting the environment in the context of ensuring effective social partnership. The spheres, forms and methods of social partnership in sphere of protecting of the environment are determined. The experience of the Republic of Uzbekistan on ensuring effective social partnership in protecting the environment is given. Priority directions of the further development of this sphere are determined.
